The 2010 Shelby County Fair Queen was crowned on Monday, July 12, at the Shelby County Fairgrounds. Shelbina City Council Looks To Raise Water Rates To Help Pay for Sewer Improvements

   The Shelbina City Council passed a motion to accept a plan to increase water rates to become eligible for grant money for wastewater improvements, during Tuesday night’s Shelbina City Council meeting.
   Water Bill Increase
   Shelbina City Administrator Dennis Klusmeyer talked to the council about a plan to help the City of Shelbina become eligible for grant money for the pending wastewater improvements. For the city to be eligible for grant money for its improvements, the Average Medium Household’s rates need to be at $43. Currently the City of Shelbina’s average medium household charge is $21.56. Klusmeyer is considering adding a $20 service availability fee for $20, plus an adjustment rate of 60 percent, which would be up 10 percent from it’s current rate of 50 percent. This would bring the total to $43.72, which would make the City eligible for the grant money by meeting Medium Household Income requirements of two percent.
   Klusmeyer said this revenue would create approximately $218,852 per year and $1,969,669 over a nine year period to begin preliminary work without incurring debt. The debt service raised would be about $5.2 million based on current engineers estimates.

R-IV Board Approves Half-Time Gifted Program

The time had finally come for the Shelby County R-IV School Board to make some tough decisions on final cuts to offset the $60,000 withholdings from the latest cuts from the State. Those decisions were made Monday night at the regular July meeting at the Shelbina Elementary School.
   Public Comment
   Joanne Wilcox spoke during the public comment. She said she was frustrated about the mind-set of the school. A mind-set she said that is costing the district time, money, resources, and leads the district to use taxpayer dollars to buy rainbows and lollipops sometimes. “The money is drying up. The money is almost gone. We need to adopt a path to efficiency, abandon this circle, and make a line and go,” she said. Wilcox also stressed the importance of making decisions for the long term, and not just the question at hand.

Highway 36 Celebration Covers Four Counties

Friday night and Saturday were times of celebration for the many people involved in helping make the Highway 36 four-lane project a reality. People like Tom Boland of Hannibal, Tom Oakley of Quincy, and Shelbina’s own Paula Gough, MoDOT’s Northeast District Director all spoke several times and talked about the challenges and struggles that were met along the way. Boland said he thinks Oakley had been working on making this a reality since he was two years old. Oakley said he had been working on this for 40-plus years. Boland has put in many years as well.
   Things kicked off Friday night in Shelbina at the Father Buhman Center, as dignitaries from the four counties gathered for a catered meal by the Knights of Columbus.
