The Shelbina City Council listened as City Administrator Dennis Klusmeyer talked about possible regulations on air emissions at the city’s power plant during Tuesday night’s regular council meeting at the Shelbina City Hall.
   Air Emissions at
   City Power Plant
Klusmeyer said that he and city employee Boyce Branstetter sat in on a meeting recently talking about the diesel oxidation catalyst retrofit. “What they are trying to do is create a 70 percent reduction in total emissions. So basically we’re putting on large catalytic converters on our generators with this retrofit,” Klusmeyer explained.
The City has seven units and Caterpillar is estimating a cost of $40,000 to $100,000 to install the retro fit on each individual unit. Klusmeyer said there is a lot of variable costs right now which is why there is such a wide range in costs. He said they will try to firm those costs up to get a better idea of what that cost might be.
The City has one Fairbanks unit that has an exhaust temperature that can’t reach the reach the 400 degrees. That’s what the minimum required temperature is. Klusmeyer said this unit may have to be used as an emergency unit. But, he adds that he want’s to find out the description of an emergency unit.
If it is an emergency unit, it can run a minimum of 100 hours per year. Within that 100 hours you have to include, test runs, maintenance runs and actual emergency runs. “I’m really up in the air with what we are going to do with that unit,” he said.
Klusmeyer is estimating the retro-fits to be $700,000 for all seven units combined. If you declare one an emergency unit, you lose $15,000 in credits a month, and if you have to buy capacity, it would cost an estimated $29,000 per month, which is a turnaround of around $44,000 a month Klusmeyer said it wouldn’t take long for the retrofits to pay for themselves in the units.
A new tier two unit to replace the Fairbanks would cost approximately $470,000.
Klusmeyer stressed that the council needs to realize that they are planning for the next 15 to 20 years of the City’s future. The new regulations are scheduled to go into affect on May 3, 2012.
