Pictured above is Steve Ayers (far left) making his public presentation to the Shelbina City Council about putting a truckstop in Shelbina.

Steve Ayers of Ayers Oil Company attended the Shelbina City Council meeting Tuesday night to make an official presentation to the mayor and council about his intentions to bring a truckstop to Shelbina.
   Plans For A Truckstop
Ayers said he and Joe Glover had been discussing the property and project for the last few years.
“Joe had asked me what I had envisioned us putting there. I told him a traditional convenience store probably in the neighborhood of 3,000 square feet,” he said. He said it would also include scales, showers, ATM machine and all the typical amenities. He also added that it would most likely have a fast food restaurant in it as well.
“Joe and I had many conversations about this and we wanted to decide how to move forward. I would like to see the highway completed, and then see it mature a little bit so we could see the traffic counts and do a site study for gas sales, fuel sales, inside sales and fast food,” he explained.
They came up with the idea of an option contract, and talked with Shelbina City Attorney Mike Greenwell. Both sides have looked at it and are in agreement with it at this time.
Ayers said his estimated employment at the truckstop would be 12 to 14 employees with a manager and assistant manager. This would not include the restaurant part. It would be a 24 hour facility.

Financial Situation Bleak For Shelby County R-IV

With the economic crises that has rocked the nation and trickled down from state to state, the affect has reached us locally as Shelby County R-IV Superintendent Rick Roberts gives a bleak state of the district address.
Roberts said the numbers change on a daily basis as to how deep the cuts will be for education in our local schools. “I attended the Superintendents meeting in Macon this past Wednesday. Gerri Ogle was there from the Missouri Department of Elementary and Secondary Education. She is one of the finance people who have a lot of insight and works closely with all areas. According to her, the January revenues for the State of Missouri are down 12.5 percent from last year. February’s revenues are coming in 12 percent lower also,” he said. Roberts said it looks like the district will have a two percent to four percent withholding for this year. At two percent the dollar amount for the district would amount to $56,153. He noted that three weeks ago it was at one percent. “I am in hopes that it does not increase anymore. However, the legislative session is not complete yet. As it looks, this year and next year’s State budgets must be cut even more. There is a possibility of a 10 to 12 percent withholding of State money,” he explained. This would place Shelby County R-IV in an unbelievable financial pinch.

SCED Board Hammers Out Job Description for New Director’s Position

The Shelby County Economic Development Board worked on a job description for the Director position during its regular monthly meeting on Thursday, March 4 at the Shelby County Extension Center in Shelbyville.
   Job Description
Board member Jim McConnell said that he and board president Glenn Eagan tweeked the job description a little. The employement contract they came up with would allow the person in the position to work on an average of 20 hours per week. The idea is for a part-time person to work an average of 20 hours per week for an annual salary of $20,000. McConnell added that this position won’t have any benefits since it’s part time. He said they would reimburse for mileage and training with a maximum of $2,500 budgeted for training in a year’s time.
It was also added that if they wrote a grant or administrated a grant, that person would be able to earn additional compensation seperate from the job duties. Board member Joe Glover asked how they would go about compensating for the grant writing. McConnell said it would have to be on a case-by-case basis between the person and the entity that the grant is written for. The was concern that the person might spend all of their time writing grants, with nothing else getting done during the 20 hour work week. There was a suggestion of having the actual grant writing process being done outside the 20 hour timespan.
