Massive Required Wastewater System Upgrade to Result in Rate Hikes for Shelbina Residents

Shelbina residents will be facing rate increases when it comes to waste water and City Administrator Dennis Klusmeyer wants to let people know why. It is a result of vast improvements the City is required to make in the next few years.“We are not sure of all the details right now, so we will be attaching cost figures to items as we go along with this
   What has brought all this about is that the City is up for renewal of its wastewater permit. “What they actually allow us to do in that permit is going to determine the majority of this,” he explained.
   The City’s out fall #2, which is a secondary discharge point for the high flow clarifier. If more water flow comes through than can be handled, the out fall #2 is opened up and rainwater flows through to the ditch without any primary treatment. “What EPA is saying is that’s no longer going to be allowed. All discharges will have to have some kind of primary treatment before they are discharged. All of those discharges will have to meet discharge requirements of your primary out fall,” Klusmeyer explained.

Shelbina City Council Approves Agreement for Engineering with SKW

The Shelbina City Council heard a presentation from Dennis Stith of Shafer, Kline & Warren on projected estimate costs for the City’s waste water system upgrade, during Tuesday night’s meeting at the City Hall.
   Waste Water Cost
   Estimates
   Dennis Stith of Shafer, Kline & Warren presented an agreement for the waste water project that will be getting underway in the near future. The agreement will provide a preliminary engineering report for the city’s treatment plant and collection system. Klusmeyer explained that this report will take the city to the point of making funding requests to the appropriate agencies in a shovel ready capacity.
   The cost of the preliminary engineering report is $10,000. Klusmeyer told the council he felt this was a very fair price for this report. The council passed a motion to approve the payment for the report with SKW.
   Concrete figures for the project will be published as they materialize in the coming months.

Several Speak Against Banning Certain Dog Breeds During Council’s Public Hearing

It was made clear by the 20 some people that attended the recent public hearing pertaining to the possiblity of banning certain dog breeds in Shelbina that the public would rather the City enforce its existing ordinances.
   The hearing was held at the Shelbina City Hall on Wednesday, Jan. 20. Mayor John Smith, along with City Administrator Dennis Klusmeyer, City Attorney Mike Greenwell and three of the four councilmen (Jim Wood was absent) were all present.
   Kathy Craigg of 201 Greenway Drive said her biggest concern is that she and her 18-month old child like to go on walks. “It’s not the big dogs that are bothering us, it’s the little ones,” she said. She mentioned a little black dog on Center Street that came at her growling and acting like it was going to bite her. She felt it is important that the leash law is enforced. She also mentioned her mother-in-law will not walk through town because of the loose dogs running around.

Clarence Woman Suffers Moderate Injuries in Accident

A one-vehicle accident resulted in moderate injuries for a Clarence woman at around 7:40 a.m. on Monday.
   According to the Missouri State Highway Patrol, a 2005 Chevrolet driven by 33-year-old Elizabeth D. Barr was traveling north on Highway 15, three miles north of Paris when she lost control of her vehicle on the ice covered road and slid off the west edge, striking a ditch.
   Barr was transported by Monroe County Ambulance to Moberly Regional Medical Center. According to the Patrol, she was not wearing a seat belt. The vehicle sustained moderate damage as a result of the accident.
   The Patrol was assisted by the Monroe County Sheriff’s Department, the Monroe County First Responders and the Monroe County Ambulance.
