Supreme Court Recognizes 41st Judicial Circuit For Efficiently Processing, Managing Case Load

The Daniel O’Toole Award and the Permanency Award were presented to Judge Hadley Grimm and the entire 41st Judicial Circuit by Supreme Court Judges Zel Fischer and Mary Russell on Friday Nov. 13 at the Macon County Courthouse. This is the first time the 41st circuit, which consists of Macon and Shelby counties, has received either award.
   The O’Toole award was named after the late Judge Daniel O’Toole who was the first to chair the time standards monitoring committee. The 41st Circuit is one of 13 judicial circuits that will receive the award this year. To qualify, a circuit must achieve at least five of the 10 case processing time standards and must not be more than five percent from achieving the remaining stardards. The 41 circuit achieved seven case processing time standards
   “This circuit has an excellent reputation of providing equal justice to your citizens here. That doesn’t go unrecognized on the Supreme Court. That’s why Mary and I are glad to be here personally to recognize your circuit,” Fischer said.

Deer Hunter’s Body Found Monday Morning Near Leonard

A search for a missing deer hunter ended at around 7:40 a.m. Monday morning as the body of 24-year-old Blake J. Kouri of Lamoni, Iowa was discovered approximately 75 yards north of Shelby Route 134.
   According to the Shelby County Sheriff’s Department, Kouri was reported missing Sunday night at around 7:05 p.m. after he didn’t come in from hunting. He didn’t check in for lunch earlier in the day. He was last seen at around 6 a.m. Sunday morning.
   A command post was set up near the area where he was to be hunting and a search of the area was conducted. Members of the Shelby County Sheriff’s Department, the Shelby Community Fire Department, the Shelbina Fire Protection District, the Clarence Fire Department, the Missouri State Highway Patrol and the Salt River Ambulance District all participated in the search.
   The search went on through Sunday night into early Monday morning when it was finally called off at around 2:30 a.m. until the next morning. Searchers resumed again around 7 a.m. Monday. Three search teams were organized with around 12 or more people in each group. The three search teams were deployed to the area at approximately 7:20 a.m.

Council Votes to Go Along With Planning and Zoning Committee’s Recommendation

The Shelbina City Council voted 3-1 to go along with the recommendation of the Planning and Zoning committe to keep the old Silver Steer property located on West Maple zoned residential.
   Landowner Harry Mitchell was requesting the property be changed to zoned commerical, with potential buyer Tim Moore hoping to put a restaurant and lounge in the building.
   The idea was met with strong resistance from the residents in the neighborhood, led by Bonnie Tarbet, who lives just west of the property.
   Sonia Schaffer was the only person who voted in favor of changing the zoning. She voted both on the P&Z and the council.
   It had to be passed by a 2/3 vote to be able to change it.

Shelby County R-IV School Board Gets Good Audit Report

The Shelby County R-IV School Board received an excellent audit report during its regular board meeting that was held Tuesday, Nov., 17 in the middle school library.
   Audit Report
   John Gillum CPA, from Kirksville reported that the district began the year with $3,367,454 and ended the year with $3,315,067. “In the general fund you have a positive $188,153 after transfers. You transferred over to fund 4 after Capital projects to pay off some capital leases. That was a planned event to save the district some revenues,” he explained. “Overall, if you disregard the fund 4, you did have a good year even though your overall balances went down a little bit. I always look at fund 1 and fund 2 because that’s your operating funds,” Gillum explained. The district had a plus in those two funds of $188,000.
   Gillum said the district does a good job of keeping its core data to submit to the State which determines the funding it will receive in the next year.

Carlson Celebrates his 101st Birthday

Art Carlson celebrated his 101st birthday on November 12.

If you want to catch Art Carlson, you better be quick. Even at 101 years of age, he is quick and doesn’t stay very long in one place. “He is here one minute then he’s gone the next,” Villa Administrator Kim Thompson said.
   Carlson was an athlete in his younger days and recalled playing wide receiver for Monroe City’s high school years ago and also running on a championship relay team that won state two years in a row.
   Art graduated from Monroe City High School in 1927 at the age of 17. He said he enjoyed running track and playing football for the school.
