Stoneburner Construction has been busy in Shelbina working on a sewer project.

Stoneburner Construction along with the help of Shelbina City employees are working this week on installing a new 15 inch sewer line that will run from the corner of West Wood and Highway 15, southwest to the sewer plant. They are replacing a 15 inch clay tile line. The project is budgeted for $80,000, but will hopefully come in at around $60,000, according to Shelbina City Administrator Dennis Klusmeyer. Work should be completed this week if all goes well.   1787 0936 9/9/2009 hdl

Shelbina City Council Reviews Uncouple Rates Analysis

The Shelbina City Council heard City Administrator Dennis Klusmeyer give a detailed rate analysis for an uncoupled rate approach that he has been working on for the last few months. This took place at the regular Shelbina City Council meeting that was held at the City Hall.
   Uncoupled Rate
Klusmeyer said the intention of the uncoupled rate is to truely separate demand cost from operational cost and attach to fiscal budget needs. He said the demand cost will be referred to as service availability fee in residential and commerical classes.
Klusmeyer began by going over the system breakdown for the electric department. This basically showed a breakdown of costs for transformers, poles, length of three phase and one phase wire. All of this was totaled for the five different circuits the City uses. It also figured the maintenance costs for the sub-station, different breakers and capacitors, switches and generators. All of this came to a total of $3,749,760, which is known as the fixed cost of the system.
Klusmeyer then divided that total by 25 years (for a 25 year depreciation) which totaled $149,990.40 per year. When you divide that total by 12 months, it comes to $12,499.20, or a demand charge of $3.91. The service availability fee is $12.50 per month.
